Patrice Ruffin Dowdell, Esq., AICP, is a dedicated certified planner, local government manager, and attorney based in Atlanta, GA. With over 20 years of experience gained through a variety of program and leadership positions with local communities and consulting work for clients in the southeast, Ms. Ruffin Dowdell specializes in the practice areas of zoning, planning & land use, and estate planning.
With a focus on the start-up of newly incorporated municipalities, zoning administration, and long-range planning, she has been responsible for promoting accountability, strategic execution of services, and effective and efficient municipal operations. In addition, Ms. Ruffin Dowdell has been responsible for policy implementation and initiatives such as community engagement and sustainability. Her professional philosophy emphasizes ethical decision-making, sound planning principles, and the importance of fostering strong, collaborative relationships between local governments, community stakeholders, and regional agencies.
Recognized as a 2024 WLI ChangeMaker by ULI Atlanta for elevating her community through notable placemaking, creative policies, and selfless service, Ms. Ruffin Dowdell holds a Juris Doctor from Georgia State University College of Law and bachelor’s and master’s degrees in Urban and Regional Planning from Alabama A&M University.
